NHMF (NPC) Limited has published a Preliminary Market Engagement notice for a new Multi-Disciplinary Consultancy Services framework — reference NPC17 — worth an estimated £500 million (excluding VAT). What Is NHMF Frameworx?
NHMF Frameworx is the trading name of NHMF (NPC) Ltd, established by the National Housing Maintenance Forum to develop procurement frameworks for its 600+ social housing provider members. Those members represent more than 80% of the UK's housing stock.
It's a not-for-profit model with a maximum fee of 1.5%, and it's the only social housing procurement solution aligned with the M3NHF Schedule of Rates. Frameworx hit £300 million of procured works in September 2025 and continues to scale.
In short: if you provide consultancy services to social housing providers, local authorities, or registered providers, this is one of the most significant framework opportunities of the year.
What Does NPC17 Cover?
The scope is broad. NHMF is looking to appoint consultants across two frameworks — one for Direct Awards and one for Mini-Competitions — spanning England, Wales, Scotland, and Northern Ireland.
The CPV classifications tell the full story. NPC17 covers:
Engineering and Design Consultancy — civil engineering, structural engineering, environmental engineering, mechanical engineering, mechanical and electrical engineering, M&E installation design, integrated engineering services, and advisory and consultative engineering.
Surveying — quantity surveying, quantity surveying for civil engineering works, and general surveying services.
Building and Construction Services — building services, ancillary building services, technical services, and construction-related services.
Safety and Compliance — fire and explosion protection consultancy, health and safety consultancy, fire-prevention services, risk and hazard assessment, and safety consultancy.
Energy and Environment — energy and related services, environmental standards, environmental indicators analysis, environmental monitoring, and Environmental Impact Assessment (EIA) services.
Technical and Specialist Services — technical testing, analysis and consultancy, monitoring and control services, water-supply and waste consultancy, auditing services, procurement consultancy, and technical training services.

16 June 2026 — NHMF is hosting a webinar for interested bidders. You can register through the eTendering platform or directly via the webinar link provided in the notice. A recording will be available afterwards for anyone who can't attend live.
18 June 2026 — NHMF Frameworx will be exhibiting at Procurex (stand 58), where you can meet the team in person.
23–25 June 2026 — The team will also be at the Housing Conference in Manchester (stand E23).
30 June 2026 — Market engagement closes. This is your deadline to submit feedback via the pre-market engagement questionnaire.
10 July 2026 — The formal tender notice is expected to be published.
1 December 2026 — Estimated framework start date.
